Reassigned number
A reassigned number is a phone number that was disconnected and later given to a different person.
How it works
Contact lists go stale this way: the number you hold for a customer may now belong to a stranger. A message meant for your customer lands with someone else, and in the US the FCC runs a Reassigned Numbers Database so callers can check.
A numbering-plan check cannot see reassignment. It needs carrier or database records about when the number last changed hands.
